DY, I also understood the comment as you did initially. But now I’m thinking that when he wrote “I stated the abuse charges were never raised before this hearing” he meant the claim of abuse was never discussed/raised before/”in front of” this hearing/panel, rather than “before” meaning “prior” to this hearing.
