They did believe in Am Yisrael’s ability to keep the Torah so they tried to prevent them from entering the Land. However, the did not appreciate the essential qualities of the Land. Rav Soloveichik says something similar. Just as Miriam did not appreciate Moshe sufficiently so too the spies did not appreciate EY sufficiently.
