You frame a very important question. What does it mean to be “gadol hador” versus the “leader of our generation” (as per the title of this thread)? Do they mean the same thing or does one imply someone regarded as the biggest talmid chacham versus someone who has both the lamdus but also has experience and skills in administering mosdos, providing definitive guidance on controversial matters of halacha etc. We already have “Chief Rabbis” who are more in the nature of political appointees for the Sephardeshe and Ashkenaz tzibur but not all regard them as “the leaders of our generation” or consider them among the “gadolei hador”.
