The title is used in Yekkeshe kehillos. It is given to someone who has served the community, often to mark a special birthday (60, 65…). In Breuer’s, the chover’s wife must cover her hair. Breuers also gives “Chover Tittel” (as it’s called) to a young man who has learned for a few years after marriage (I believe 2) and (once again) if his wife covers her hair.
My father-in-law z”l was a Chover. My husband told my children it’s part of their Kibbud Av vaEm towards their grandfather to use the title when making a mi shebeirach for my husband.
