There can be eiva without chillul Hashem (if the anger remains personal). However, as every “religious” Jew represents Judaism they often go together. For example, in an article about the alleged legal violations by Chassidim in Brooklyn a certain newspaper pointed out sarcastically that he English translations is “pious ones”.
