Joseph: this is what was told to me 35+ years ago during the initial controversy. Besides the census figures of residents counted by the census, an estimate of people living in Brooklyn who were not counted bu the census. Remember the last census prior to the eiruv question was in 1970; the eruv question was in 1978 so they to account for people who moved to Brooklyn (legally and illegally) after 1970.
