CTL, that is because they have so many loopholes that they will not have to bear the burden. I do agree however that liberals love rules. It seems that every day there is a new PC rule – and woe to the person who dares to refuse to bow down to the idol. That, of course, is in addition to all of the state and local regs issued. In fact, almost every American is guilty of some crime.
