The mashgiach visits every two months and does a thorough audit, concentrating not so much on what he can see on a quick walk through the facility as on a careful inspection of the records, and on this basis the product can advertise itself as kosher. Some people might not like that, for whatever reason, and want an actual mashgiach there while the product is being made.
