Minhag Yisrael is not about Rabbonim coming together and initiating something, as was suggested before (that would be in the realm of a takana), but rather it is organically developed over time by a larger group of Torah-following Jews. There is no exact number given in halacha for the amount of people involved in order to get the status of a minhag.
