They are creations without independent influence that implement Hashem’s will. What you are describing are people that intercede not only through prayer, but though power given to them by Hashem. That sounds very much like the description of rambam in the beginning of laws of avoda Zara. That people used mediums to talk to to give them power instead of going directly to the source.
