There is no such quote by Chazal. Rather the opposite the Gemara in Sukkah (Daf 35) states that if you grow an esrog in a mold, as long as it is a mold that is the shape of an esrog it is Kosher!!!! The Gemara did not answer that it is Tzar Baalei Chaim!!!
Therefore Lehalacha one is Allowed to grow a bonsai. And anyone who says that you may not in the name of chazal is talking devarim betailm gemurim!!!!!!
