This will end up hurtng local retailers as more consumers will buy online or the retailers will have to provide home delivery. This will probably reduce spur of the moment purchases as you have to plan how much you can fit in your bag. I think any savings in sanitation cost will be offset by losses in sales tax revenue. Reduction in local retail sales will result in layoffs costing more in welfare benefits.
