The officers have discretion how to react. They are on the streets and usually know what they are dealing with. If your point is that they are blindly following the Governor I suggest you are blindly following the anti-Governor. The quote from the article is demanding that the Mayor should back the police for doing their job. You could explain the Mayor to me. You seem to have aproblem with the Governors doing theirs.
