Actions would be great. That is up to the cities for the most part. And the governors for when it is more than the city could handle. Or a regional crisis.
The President can publicly set the tone for the country. And discuss what can be done in private conversations with the governors.
Biden and Harris are none of these. It is not for them to tell the governors and mayors what to do. One reason why Biden will not discuss the unrest, is to be able to offer a fresh start if he takes office.
