Trump has asked Pfizer to hold off on ANY shipments of the vaccine to foreign countries until they can at least deliver the required numbers to U.S. His executive order to that effect was very vague and Pfizer has refused to answer any questions about how they are going to deal with their contractual commitments under terms of the Trump EO. He could threaten to use the Defense Production act to negate those foreign contracts but the matter would certainly be challenged in court.
