It was worse than that. The South was extremely hostile to states rights prior to the Civil War. It rejoiced at the Dred Scott decision which overturned slavery bans in every state, at least ninie of which predated the US Constitution. It rejoiced at the fugitive slave law that forced states to cooperate with federal slave catchers in violation of the Tenth Amendment. Today it would be known as an unfunded mandate.
The people who cite states rights as a reason for the Civil War are either ignoramuses about history, or hypocrites who don’t want to admit that they are apologists for slavery. Or both.
