Pinchas, tosfas in Shabbos (23,2) says that todir only applies in precedence when both are done then the constant comes first but if one is done or the other, todir is not followed but publicizing the miracle. We say a yom tov shemonei esrei with shabbos rather than a shabbos shemonei esrei with yom tov. Also they must be on the same level, if one is obligatory and the other optional it is not followed, see Shagas Aryeh 27. It is like a race where one is crippled.
