IYK, when you say Haahem is above Torah, you are saying against the known Zohar who says yisroel, veoyraysa, vekudsha brich hu chad hu. there is a unity between Hashem, the Torah and Yisroel being One. The Torah unifies us with Hashem. It instills in us the love to Hashem and therefore, Hashem shows His love toward us thereby creating one entity.
It says Bereishis, the world was created because of the Torah called reishis and Yisroel also called reishes. The Torah is the original blue print for the world.
