Their breathing and coughing lands on your face before it reaches filters, even if you have directed airflow that moved the air down because the person projects the air. Try putting a feather in the air and blow it a little, and see if it goes down or towards neighbor. Or see if you can smell his food. Also, check whether they now use their filtering system while plane is on the ground. At some point, reports were that they did not. Maybe they do now.
