There is a procedure, but constitution seemly gives President declassification authority (with few exceptions where classification is defined by law, such as nuclear). So “meduariata”, so to speak, he does not have to follow any procedures and, at worst, he violates a “medrabanan” procedure and gets malkos. THis will go circles and get to Supreme court by the time Trump is serving his second term (in the white house).
