Curiousity, if they were waved in by the security people, I hear. However, I do not believe that version of the story unless backed up by serious evidence. And to “create shock and awe” is a legitimate reason — in the Torah law it is called “le’ma’an ishmeu ve’irau” and migdar milsa. So that they do not think of doing such a thing another time.
