The town and the region was occupied by the Russians.That’s who they were fleeing originally and that’s how it remain for another more than a year-and-a-half
although the more astute recognized the inherent instability and the need to get out from the ground was burning under their feet
the vast majority chose to stay and ride out the storm
( If such a scenario heaven forbid would happen again would probably be repeated today)
