@n0mesorah: One more point as to Herder. He himself acknowledged that his ideas of religion, greatly influenced by Spinoza, were not orthodox in any sense of the word. And he would be considered by any religious authority as an apostate. See his ‘Letters’ v, 29, 90-91.
