Rabbi Aryeh Kaplan [ZTL ZYA] wrote a book titled:
“THE HANDBOOK OF JEWISH THOUGHT.”
In this book, Rabbi Aryeh Kaplan explains that in
the time before the Melech HaMashiach comes,
Jews will have PARTIAL rule over the land of Israel.
This seems to agree with the Malbim on Michah,
if I understand it correctly.
