UJM, who says that they are learning and not just registered in yeshivot? I suggest testing them. Those who don’t make the cut enlist. That would take care of manpower needs and then some. This would be a leniency as in a milchemet mitzva, everyone will goes (Rambam, Hilchot Melachim 5,1 and 7,4).
