Sadly, most “charities”, along with “political” organizations are exempt from the No Call List rules and cannot be prosecuted for any calls. (Even those subject to the rules are rarely prosecuted). Call your Congressional representatives and ask them to support pending legislation that would remove these legal loopholes and put some real teeth into the rules that the FTC rarely enforces.
Also, there are really good filters that will screen out the large percentage of such calls or wait until a person gets on the line and then produces a really LOUD tone that will make the caller sorry he ever dialed your number.
