You are correct of course that a man can kiss his daughter, as he can his wife. Presumably you agree a man cannot kiss his wife in public even though everyone knows its his wife. The daughter in this case was not a koton (…going to seminary), they are over 12. Hence it is not permissible to do it in the street (or the airport).
