My guess is that the bill isn’t going anywhere.
But, in any event, even if it is adpoted, so what? You’re always free to change the standards going forward. You want to require an actual birth certificate for future presidents? Fine. You want to require that they dress in bee costumes and open every campaign speech with “Buzz buzz buzz…” that’s fine too. But it doesn’t change anything as far as what happened in the past. Obama met the legal requirements for the office and that’s that.
