Generally if there isn’t a financial agreement the shadchan butts in. In practice though, most of the time the shadchan has already worked out tentative financial agreements and it all goes smooth. But yes, once in a while things don’t go smooth and the girl and boy do not get engaged. Rarely happens but can happen.
