The problem for frum families to have pets, such as dogs, is that there is a biblical prohibition against neutering animals.
Another problem is pets are mukzteh on shabbos, so they cannot be handled.
Walking dogs on shabbos is also a big problem.
In South Africa, e.g. Johannesburg, it’s the norm, even by rabonim/rosh yeshivas to have dogs in their houses, but that’s
because of security reasons.
