The “Eidah Hacharadis” has assured it. IMO, they don’t wear it because it’s more tzniusdik. It doesn’t say anywhere that a woman must cover her face like that. I think they are simply doing it to be “rebellious” and twist the Torah around. (Not that I understand what the yetzer hara to do so is, but…)
