Is it right to reurn it for a full refund without the 60 cups?
Costco’s official policy is take the return even if parts are missing. If they allow it, and it’s being returned for legitimate reasons (as the OP indicates it is), there is no reason not to accept Costco’s generosity they extended to you with the purchase.
