The murderer is a rebbe in a cheder in Elad. He claims that his reason for doing it is that it says that before Moshiach ben Dovid comes, Moshiach ben Yosef has to die and he decided that Rabi Elazar was Moshiach ben Yosef. He was trying to expedite the process.
