As mdd pointed out there is a halacha of “ein podim shevuim yoser al kdei d’meihem” — “we do not redeem kidnapped people for more than a regular price”. One reason given is that if we do so it will only encourage additional kidnappings. The Gemora does NOT say ” Hashem controls everything…. If its not meant to happen it wont happen, etc… The pashtus haGemara goes entirely against that line of reasoning.
