In my sons’ cheder, there was no one invited to the siddur party. As a matter of fact, they took them to the kosel. The chumash party was arranged for at around 5:00 in the afternoon, which is when most people would be able to take off a little time to be able to attend if they want to come for the very start or come a little late if they can’t take off time. I think it worked for most people.
