2scents: Nope. Not with the same telephone number. If your incoming telecom provider, the one that provides you with the telephone number, goes down — then only that provider can reroute the number. You cannot. Anytime someone on any random phone company dials your telephone number, the national telephone network routing tables know which specific provider to route those incoming calls to. You are at their mercy for incoming to that specific number.
