This I don’t believe for a second! Why wouldn’t they mind? It’s like saying Americans 20 years ago didn’t mind paying taxes.
Noone wants to pay taxes, ever, they just have to.
Years ago, the Israelis just probably weren’t as vocal about it as they are now, but they never wanted to support Torah learning on a wide scale.
