They can’t put a toll anywhere outside their state. And since the state is only 11 miles long, it is not such a big deal to avoid the whole thing. Unless they put tolls on the side roads, which I don’t think they’ll do because the locals will go ballistic.

Now, if they put tolls on the side roads, and exempted the locals, we would have a problem. But, already I’m starting to wonder if it might violate the Dormant Commerce Clause as an illegal restraint on interstate commerce.
