truthsharer: you are mistaken. The coalition agreement requires 2/3 of the chareidim serving be in the army and NOT national service. Furthermore, the agreement says only the army will decide if someone is allowed to go to national service instead of the army. (Additionally, it severely limits what is even considered to be national service.)
