95- I know for a fact there is at least one tzedaka that gives vouchers for shoe stores to get shoes both weekday and shabbos. I think you were mistaken that the original thread was a mistake. The op could have seen someone getting shoes for free with a voucher. someone else said possibly he was buying it with chesed dollars. I think you are mixing up the two, but both are possible.
