I just had to make a trip to a local gemach because of the same issue. I only found two skirts that met my length requirements given my height, but one of them is a pencil skirt that if I sit in a car, might expose part of my leg if I get out even though its duty length, the other one needs to be tailored to make three inches shorter and the waist adjusted.
