It’s the other way around. They aren’t pigs because they pay more and go in the tunnel; they are going in the tunnel because they are pigs.
And BTW: if nobody would be willing to pay for the tunnel, then it would be free and they’d get the revenue from the general taxation, which is more fair anyway.
