haitians do not qualify as hispanic (i used to work in recuritment at a large univeristy) unless the rule was changed and the definition broadened in the last 18 months. then again, if whoever makes the rules also defines hispanic to suit their needs then I suppose anyone they wish to consider hispanic would qualify.
