Sephardim represent 10% of Jewry. Publishing a book that caters mostly to them will result in a much poorer return of investment (if not outright loss) than publishing something with broader appeal. Also, there have been many more Ashkenazic gedolim in the last 250 years, and that is reflected in the quantity of seforim published by and about them.
