The Shmiras Shabbos quotes the Shittos and is Meikil, but says that a Ben Torah (maybe a Ba’al Nefesh; not positive which Lashon he uses) should avoid using games that involve fake money on Shabbos. I do not recall him mentioning Popa’s Hesber of the Chayei Adam.
