311 busy???

    What is going on?? I haven’t had a single plow come down my block or the 2 avenues I live between,either.I tried calling 311 last night and kept getting a busy signal. Finally I got through, only to be put on hold for 44 minutes,after I mistakenly disconnected! Now,this morning,I awoke and thought FOR SURE a plow would’ve come down my block during the night, but NO!

    Anyways,I have been trying 311 for the past half hour and it is BUSY. What a nerve?! What is one to do in this case?
