Anyone know of the best option / calling card with low rates to call Israel?

You can purchase credit in any amount starting from $1.
They also offer monthly subscriptions of 300 or 600 minutes per month, which can bring down the per minute cost to as low as 2.1 cents for landlines and 4.4 cents for mobile.
It can be used like a calling card from any phone. Or you can use it to call from your computer, VoIP or from an app on your phone.

There is also a service st onesuite DOT com where they give you a USA number which you can forward to any Israeli phone number.
In Israel they get plans with a USA number already assigned to ring on their phone
January 17, 2023 10:30 am at 10:30 am #2157027GadolhadorahParticipantUJM: Correct if you use standard roaming overseas roamingrates but my firm which uses ATT (and many other large multinational firms who contract with one of the major cell carriers) have substantially discounted or flat rate calling overseas. A lot of the big NYC area firms allow for personal calling on firm-issued cell phones (some with reimbursement but at substantially lower rates than what your would pay on your personal phone). Overall, the various VOIP Apps are generally a lot cheaper and generally provide a decent quality connection but if you have a firm issued phone with flexible usage policies, consider that option as well.
