Cell Phone Plans for Israel

I have a daughter who is going to be learning in Eretz Yisroel for the year. I was speaking with someone who advised me that the most cost effective way would be to purchase a prepaid GSM card for her Blackberry and to convert it to a postpaid card in Israel. He told me that what she would need to do would be to go to either the Orange or Cellcom store in either Geulah or Bnei Brak and she should sign up for a student plan. I was told that she would only need a credit card to do so and that she would not be required to be a citizen. Does anyone have any experience with this ?
