I’ve heard from the Rosh Kollel of Boston that you shouldn’t

the reason being because it’s learning Torah shebiksav and can’t learn that at night

however if you’re saying it for a choleh it’s tefillah so could (this was my addition)

It’s very fine to say after chatzos halayla. (approximately 1AM)

Check zmanim for your local times.

according to the tzitz eliezer ( do not remember exactly where) you could be meikel. In siman 237 the beer heitiv says it is only a midas chasidus ( lfnim mshuras hadin). most poskim ( check sefer shriras hanefeh) hold if you will not be learning otherwise it is lgamro muttar.
