Which agency issues a disabled parking placard in NYC, and how difficult is it to obtain and what are its qualifications?

Anyone know how fast it is possible to obtain or how difficult they make it to get approved?

How frequently must it be renewed, and is it a doctor visit every year (or whatever the frequency)?

Can anyone explain how it is that certain machers are able to obtain these without any actual disability? I refer to the vehicles littering Avenue J or 13th Avenue (usually with lights VAS plates affixed as well).

I live near a yeshiva with a simcha hall. someone at a bar mitzvah in the hall blocked my driveway and had a placard that read “on official nyc police business”. If you are entitled to a placard, dont abuse it. I’m fairly certain this guy wont use the placard in my driveway again – not after I told him I called the local precint and asked what official business required someone with such a placard to block my driveway, and I gave them the license plate – I didnt, but let him sweat a little.

How about abusing lights and sirens, and going through red lights, and parking illegally, when you are late for the wedding?

600kb, where might I find such an item? Perhaps I need to walk into the Hatzolah garage and ask around. Interestingly, most have a Hatzolah placard (not DOT) in addition to the disabled one.

The law for PPPD’s: in order to use/display the Permit the person the permit is for, has to be in the vehicle or getting picked up or being dropped off.
